Sha’ista Goga is an economist focused on competition and economic regulation.

Sha’ista has provided regulatory advice to key stakeholders in the broadcasting, healthcare and energy sectors and has provided analysis and advice to clients on mergers and prohibited practices cases, appearing before both South African and Indian competition authorities.  She has research and consulting experience within both the corporate and non-profit sectors. 

Sha’ista holds a bachelor’s degree in economics from the University of the Witwatersrand as well as a Master of Philosophy in Economics from Oxford University, where she was a Rhodes Scholar.  Sha’ista was an associate lecturer at the University of the Witwatersrand, and is currently an associate at the Centre for Competition, Regulation and Economic Development at the University of Johannesburg.

Selected experience

Kenya (2015 - 2017). Currently providing economic research and analysis for the Competition Authority of Kenya in relation to a market inquiry into the banking sector in Kenya.

Kenya (2015 - 2017). Part of a team providing research and advice on a market inquiry into Unstructured Supplementary Service Data (USSD) for the Competition Authority of Kenya, which relates to the use of telecommunications services for mobile financial services.

South Africa (2016)Provided expert advice and analysis in relation to the Coca-Cola / SAB merger in relation to bottling plants.

South Africa (2015 - ongoing). Currently providing expert advice in relation to a complaint in the retail services sector

South Africa (2015 - 2017). Part of a team of economists advising the Competition Commission of South Africa on economic aspects of the Healthcare Inquiry into the private healthcare market in South Africa.

South Africa (2014 - 2015). Provided expert advice to the Independent Communications Authority of South Africa (ICASA) on the Vodacom / Neotel proposed merger.

South Africa (2014). Developed a review, together with Ryan Hawthorne, of the outcomes of the Competition Commission’s banking inquiry, held between 2008 and 2012, for CCRED.

South Africa (2014). Developed a follow-up review, together with Ryan Hawthorne, of the out-comes of the Competition Commission’s banking inquiry for the Competition Commission SA.
